In a region with a high potential of risk, Romania represents the backbone of stability, having good relations with all neighboring countries. Moreover, Romania’s understanding of and participation in the sub-regional reconstruction and development (ICE – Central European Initiative, OCEMN – the Black Sea Organization for Economic Cooperation, CEFTA – Central Europe Free Trade Agreement, SECI - South East Europe Cooperation Initiative, SEDM – South East Europe Summit of Ministers of Defense) are proofs of its role and place in the stability and security of this European region.††††

The integration in the European and Euro-Atlantic structures of security and cooperation represent a strategic objective of our foreign policy.††††††

There is no major initiative in the region to which Romania has not adhered and in which has not proved its identity of a credible and active partner.††

There is no comprehensive regional security without an environment security component.††††

The environment and natural capital protection represents a priority for the present Romanian Government.

ECONOMIC AND SOCIAL ASPECTS
SPECIFIC TO THE REGIONAL DEVELOPMENT IN THE AREA.

Through its future adherence to EU, Romania may contribute to the improvement of the European natural patrimony, to the increase of the supplies of gases with greenhouse effect, to the building of a public railway transportation network with the smallest impact upon the environment and to the development of a co-generating system of electric and thermic energy.† ††††

Strengthening the institutional capacity of elaborating and implementing development projects and programs for the improvement of the regional economic structure, with an aim at diversifying economy, expanding private initiatives by starting new productive activities: industrial plants, technological centers (research, design, prototypes, etc.), units for delivery and units for waste disposal; preparation of lands for the tourist industry;††††††

Development of scientific research, technological development and creation of information society in accordance with the regional potential and particularities, in support of the economy of those regions, on the basis of research and technological transfer;††††

Improvement and development of regional and local infrastructure (roads infrastructure; communication infrastructure; the infrastructure represented by lands that need to be arranged, in order to fulfill the requirements for the implementation of a new industry);††††

Development of human resources, especially in those regions with a declining industry (metallurgy, extraction, chemistry and engineering) in view of creating opportunities for sustainable employment (training and retraining not only of the unemployed but also of those that work in state enterprises under restructuring; active measures for work force employment; improvement of integration in the job market of individuals with special problems);††††

Economical and social development of the rural areas by: capitalizing the human potential in order to meet new requirements; †assuring the access of rural population to health services and education; development of an infrastructure for water supply, transportation, communication and power supply, promotion and diversification of economic activities; development of a competitive and diverse agriculture; creation of small and medium sized enterprises in agriculture, industry, handicrafts, trade and public services;††††

Promotion of distinct policies, according to regional particularities (mono-functional areas, agricultural, mining, urban areas, protected natural and built up areas, border areas, regions with environmental problems);††††

Reduction of differences among regions, counties, urban areas – rural areas, central areas, suburb areas, etc;

ENVIRONMENT PROTECTION PRIORITIES IN THE REGION

Protection and preservation of nature, of biological diversity, and the sustainable use of its components, development and good management of the national network of protected areas, in accordance with the strategies, policies and practices implemented at European and international levels; elaboration of a national program of technical measures for the promotion of the necessary measures for the reduction of the “green house effect”, according to the provisions of the Convention for Climate Changes (1992) and the Kyoto Protocol (1997);††††

Preparation of the national and regional programs for the arrangement and sustainable use of lands and for controlling land erosion;††††††

Preparation of necessary financial instruments related to environment, for the gradual adoption of the community acquis, especially in the field of water management, environment protection in industry, agriculture, soil and degraded land protection, organic protection and certification of organic products;††††

Creation of the legal and institutional framework for the facilitation and fostering of a dialogue between authorities and civil society regarding the strategies, policies, programs and decisions related to environment and the social and economic development of the countries in the region;††††

Development of a system of integrated environment monitoring, of an environment informational system, of a system for reporting the evolution of environment status, as main tools for the grounding of environment protection decisions, for evaluating the fulfillment of the targets of national environment policies and public information;††††

An ecological efficient production and a sustainable consumption shall represent the fundamental elements of an integrated preventive strategy for environment protection in the long run;††††

A consistent application of the administrative autonomy principle and of the “pollution agent pays” principle. Environment protection competencies shall be established at the regional, national and local communities level and preventive environment protection policies shall be encouraged at the level of economic agents, aiming at reducing budgetary expenses. ††††
