Responsibilities of the Secretary General

  • The Secretary General is the main credit release authority of the Chamber of Deputies and has the competences and responsibilities established by law for such power.
  • The Secretary General fulfils the functions established by normative acts, by decisions of the Chamber of Deputies or by decisions of the Standing Bureau.
  • The Secretary General approves or rejects, as the case may be, the documents submitted to him for approval by the departments or employees of the Chamber of Deputies.
  • The documents prepared by the departments of the Services of the Chamber of Deputies, which are to be submitted for approval to the Chamber of Deputies or to the Standing Bureau, shall be priory approved by the Secretary General.

- Date and birth place: February 12, 1954 in Bucharest, Romania.
Education; scientific degrees
- A graduate of the University of Bucharest Law School in 1978, ranking as first in his series;
- Post-graduation studies with the University of Bucharest in the fields of Civil law (1982), Criminal law (1984) and International law (1987);
- Attended preparatory courses in the fields of structuring of the judiciary (USA - 1995) and protection of human rights (France - 1992, Holland - 1993);
- Post-graduate studies (communitary law, management, non-governmental organizations) France - 1994, Great Britain - 1996, Canada - 1998;
Scientific activity
- Member of the European Committee for Criminal Law belonging to the Parliamentary Assembly of the Council of Europe;
- Member of the Barrister's Association for the Protection of Human Rights;
- Founding member of Judge's Association of Romania;
- Member of the Managing Board of the foundation for the Development of the Civic Society;
- Deputy Dean and Associate Professor with the Law School of "Dimitrie Cantemir" University in Bucharest;
- Presently engaged in a post-graduate study with the University of Bucharest with the thesis "European Convention for Human Rights and the Romanian Criminal Procedure Legislation", with the aim of obtaining the title of "doctor".
Professional activities
- Since 1978 until October 1990 - a judge with the Court of Sector 3 and with the Tribunal of the City of Bucharest;
- A First Degree Judge since 1986;
- As from October 1990 up to July 1993 - Director of the Justice Ministry's Judiciary Department;
- Between July 1993 and October 1994 - Secretary of state with the Ministry of Justice, chief of the Courts of Law Department;
- As from October 1994 - Barrister with the Bar Association of Bucharest, leaving the Ministry of Justice by way of resignation;
Political activity
- Never engaged in any political activity; no affiliation to any political party after 1989.
