Responsibilities of the Secretary General

  • The Secretary General is the main credit release authority of the Chamber of Deputies and has the competences and responsibilities established by law for such power.
  • The Secretary General fulfils the functions established by normative acts, by decisions of the Chamber of Deputies or by decisions of the Standing Bureau.
  • The Secretary General approves or rejects, as the case may be, the documents submitted to him for approval by the departments or employees of the Chamber of Deputies.
  • The documents prepared by the departments of the Services of the Chamber of Deputies, which are to be submitted for approval to the Chamber of Deputies or to the Standing Bureau, shall be priory approved by the Secretary General.

  • Master degree of the Faculty of Law, of the Bucharest University, 1972;
  • Doctorate in Law - speciality: Constitutional Law and History of the Romanian State, 1987;
  • NATO scholarship granted within the NATO Democratic Institutions Fellowship Programme, on : "The Role of the Parliament in the Presidential Political Systems, at the Library of the USA Congress (1990-1991);
  • Participant in the International Summer Course on National Security, organized by "Christian Albrechts" University, Kiel, Germany, and NATO, 1991;
  • Participant in the International Training Programme organized by the Canadian Foundation on Human Rights, Montreal, Canada, 1992;
  • Participant in the International Conference organized by the Sejm of Poland in co-operation with the Research Service of the USA Congress on "Rules of Parliamentary Procedure and Practice", Pultusk, Poland, 1994;
  • Graduate of a specialization course in the field of the European community law organized by the European Law Academy and the European University Institute, Florence, 1994;
  • Documentation stage at the Library of the European Parliament on "Parliamentary Statute in the European Union Countries", organized by the Institute of East-West Studies", 1997;
  • Documentation stage concerning parliamentary interest subjects organized by the USAID and DAI at the House of Commons - Canada, the USA Congress and the Parliament of Poland, 1999;
  • Documentation stage concerning the improvement of the professional training and activity of the parliamentary staff organized by the European Institute of Public Administration, Maastricht, 1999;
  • Participant in the workshops' programme organized by the "East-West Parliamentary Practice Project", in co-operation with the two Chambers of the Parliament of Romania and the National School of Political and Administrative Sciences on the debate of problems concerning "The Consolidation of the Parliamentary Democracy in Romania", followed by a documentation stage at the Chamber of Deputies - Italy and the Republic Assembly - Portugal, 2000.
  • Specialization in the field of constitutional law and parliamentary proceedings in the comparative law.

PROFESSIONAL ACTIVITY
  • 1972 - 1989: Senior editor at a theoretical and social-political review;
  • 1989 - 1990: Senior editor at the social-political review "Alternative";
  • 1990 - 1992: Law counsellor at the Ministry of Justice, Division Legal Studies and Legislation;
  • 1992 - 1995: Parliamentary counsellor at the Chamber of Deputies, Technical Legislative Department;
  • 1995 - 1996: Counsellor at the Legal Department of the Romanian Presidency;
  • 1996 - 2001: Head of the Department for Parliamentary Information, Chamber of Deputies;
  • 2001 - 2003: Secretary general of the Chamber of Deputies.

TEACHING ACTIVITY
  • Professor at the Faculty of Law of the Christian University "Dimitrie Cantemir", titular of the disciplines "Constitutional Law and Political Institutions" and "Contemporary Constitutional Systems".

SCIENTIFIC AND PUBLICISTIC ACTIVITY
  • Author of an university course entitled "Constitutional Law and Political Institutions" tome 1-2 published in many editions and of six scientific works in the field of the constitutional law and constitutional history of Romania, and also of other works published under the aegis of the Chamber of Deputies concerning the presentation of the Parliament of Romania and of the parliamentary history of Romania till 1918;
  • Over 50 specialized studies and over 30 reviews, commentaries and reading notes in the field of constitutional law and political sciences issued in legal and social- political publications;
  • Scientific papers presented at many scientific sessions organized by the Jusists Union, the Legislative Council, the Faculty of Law of the Bucharest University, The Romanian Institute for Human Rights, the Chamber of Deputies, the Senate, the Scientists Academy of Romania, etc;
  • Corresponding member of the Scientists Academy of Romania;
  • Secretary general of the editorial office of "The Public Law Review" of the Administrative Sciences Institute of Romania.
